8 weeks with Cosgrove.

I was thinking of doing 8 weeks with Cosgrove with the Steady State Cardio phases, I am wondering if i needed to up the exercise routine, could i possibly do Workout A Workout B then Workout A- 3 times a week, with 40 minutes steady state cardio for 40 minutes 3 days / week?

I'm not sure what Cosgrove program you are speaking about but I wouldn't generally recommend doing steady state longer than 30 minutes when it comes to fat loss.

If fact, you may want to consider doing cosgrove's workout 3 times per week and sprinting intervals once per week and save yourself the extra 2 days for recovery.
